  1. Should public schools be given semi autonomy?
    Semi-autonomous public schools, known as charter schools exist in New Zealand, England, United States and Canada.
    1.How are they established? Through legislation
    2.Who can start such schools? Groups of parents, teachers, administrators, universities, school boards or ministries or education
    3.Who funds these schools? The chartering agency (a county, district school board or ministry of education)
    4.How do they operate? They operate within the public service guidelines; implement the national curriculum; governed by boards of governors and are accountable to the chartering agency
    5.What is the advantage of a chartered school? They allow for more innovations and flexibility; are suitable for at risk students;
